In July 1916 thousands of Absolutist Conscientious Objectors were in prison for refusing to follow orders. Increasingly vocal, agitated and supported by political pressure groups at home, the government struggled to find a way to remove COs from prison. The solution because known as the Home Office Scheme. Caleb Griffen was one of many COs who accepted the "HoS" after his case was re-heard at the Central Tribunal in Wormwood Scrubs. He was given an "A" classification as a "genuine" CO and sent to work on the scheme. The conditions and work on the HoS varied from camp to camp. For the rest of 1916 Caleb worked in Newhaven on road construction in poor conditions with often primitive tools. Working on the HoS allowed COs out of prison - but they would soon find their lives would be little better under the strict rules and backbreaking labour of the scheme.
